BEFORE: MARTIN and JONES, Circuit Judges; and POTTER, District Judge* Order Petitioner moves for appointment of counsel of appeal from a judgment dismissing his action challenging a decision of the Ohio Adult Parole Authority. The appeal has been referred to a panel of the Court pursuant to Rule 9(a), Rules of the Sixth Circuit. Upon consideration of the record and petitioner's appellate brief, this panel agrees unanimously that oral argument is not needed.Rule 34(a), Federal Rules of Appellate Procedure. Petitioner is an inmate of the Hocking Correctional Facility in Nelsonville, Ohio. On or about September 15, 1982, the Ohio Adult Parole Authority reviewed petitioner's record and continued his presumptive parole date to 1987. On March 20, 1984, petitioner filed the present action in the district court alleging that his due process rights had been infringed in denying parole. Specifically, he alleged that he was entitled to 1) a written statement of the reasons for denial of parole, 2) access to the information on which the parole board relied, and 3) a comprehensive statement of the guidelines used by the board in reaching its decision. For relief, petitioner sought reversal of the parole board's decision.
